For example, the instructions may concern the handling of chemicals, disposal of biomedical or hazardous waste, use of personal protective equipment, prevention of infectious exposure, fire safety, emergency procedures, sanitation, or safe handling of machinery. Understanding the purpose would help in presenting the information in a meaningful way rather than simply reproducing technical rules. The target audience should then be identified. Employees may differ in their educational qualifications, language skills, technical knowledge, work responsibilities and previous safety experience. Therefore, the document should not assume that all employees understand specialized terminology. If the organization has employees who speak different languages, translated versions or bilingual explanations should be considered. The document should begin with a brief explanation of why the safety instructions are important. Employees are more likely to follow a rule when they understand the risk associated with ignoring it. For example, instead of simply stating “Wear gloves while handling chemicals,” the document can explain that gloves reduce direct skin contact and help prevent chemical burns, irritation and absorption of hazardous substances. The explanation should be brief and directly connected with the employee's work. The language should be simple, direct and unambiguous. Short sentences and familiar words should be preferred. Technical terms should be avoided where simpler alternatives are available. When technical terminology is essential, its meaning should be explained when it is first used. Instructions such as “Use appropriate personal protective equipment” may be too general. A clearer instruction would be “Wear chemical-resistant gloves, protective goggles and the specified apron before handling the chemical.” Specific instructions reduce the possibility of misunderstanding. The document should be logically organized. Important information can be divided into sections such as purpose, hazards, required protective equipment, step-by-step procedures, prohibited practices, emergency actions, waste disposal and reporting requirements. Numbered steps should be used whenever employees have to perform a task in a particular sequence. For example, a procedure for handling hazardous waste could specify: first wear the required protective equipment, second place the waste in the designated container, third seal the container properly, and finally transfer it to the authorized disposal area. Safety instructions should clearly distinguish between actions that employees must perform and actions that are prohibited.
