Central and State Pollution Control Boards frequently face shortages of trained personnel, technical expertise, laboratories and financial resources. As a result, regular inspection, monitoring and enforcement become difficult. In many cases, agencies are unable to monitor industries continuously, allowing violations to continue for long periods.
