E-Governance refers to the use of information and communication technologies (ICTs), digital platforms, databases and online networks by governments to improve the delivery of public services, strengthen administration, increase transparency and enhance citizen participation. It represents a major transformation from traditional, paper-based and hierarchical administration towards a more connected, accessible and citizen-centred system of governance. However, e-governance is not simply the computerisation of government offices. It involves restructuring institutions, processes and relationships between the state, citizens, businesses and civil society. In the context of development, its significance has increased because contemporary societies face challenges of population growth, urbanisation, inequality, corruption, administrative delays and rising expectations for efficient public services. The framework of e-governance can be understood through four major relationships. Government-to-Citizen (G2C) involves the delivery of services such as certificates, welfare benefits, taxation, healthcare, education and identity-related services directly to citizens through digital platforms. Government-to-Government (G2G) facilitates coordination, information sharing and administrative integration among government departments and different levels of government. Government-to-Business (G2B) covers areas such as online licensing, taxation, procurement, customs and regulatory compliance. Government-to-Employee (G2E) focuses on digital interaction between governments and their employees through electronic payroll, human-resource management, training and internal communication. Together, these dimensions create an interconnected administrative ecosystem. A deeper understanding of e-governance requires distinguishing between digitisation, digitalisation and digital transformation. Digitisation means converting physical information into digital form, such as scanning government records. Digitalisation involves using digital technologies to improve existing processes, such as online applications and electronic payments. Digital transformation goes further by redesigning administrative systems around digital technologies. For development, the third stage is particularly important because simply transferring inefficient paper-based procedures to online platforms does not automatically produce good governance. The modern necessity of e-governance arises from the need for efficiency and accessibility.
