The Mughal administration was a highly centralized, hierarchical and bureaucratic system that combined Islamic political traditions, Central Asian-Turkic practices and several indigenous Indian administrative institutions. It developed gradually from the reign of Babur and became more organized under Akbar. The Mughal rulers sought to establish a strong imperial authority over a vast and diverse territory, while allowing considerable space to local customs, zamindars and existing social institutions. Every important officer was assigned a mansab, or rank, which determined his status and remuneration. Mansabs were expressed in numerical terms, particularly through zat and sawar ranks. The zat indicated the personal rank and status of the officer, while sawar indicated the number of cavalrymen he was expected to maintain. The mansabdars were therefore both civil officials and military commanders. Their dependence on imperial appointment and promotion helped the emperor maintain control over the nobility.
